About this guide and how we research candidates
Volunteers research every contested race and measure directly: public filings, voting records, community group positions, and direct outreach to campaigns. We rate every entry, including when we land on No Recommendation, and we publish our reasoning for all of it.
Candidates and ballot measure committees were not given the opportunity to pay for preferential treatment and were not shown these recommendations before they were published.

City Council (At-Large)
Tamala KellyRecommended
Monrovia has three candidates (two incumbents and one challenger) for two at-large city council seats. Dr. Tamala Kelly was elected in 2022 on a platform of investing in working families and affordable housing, creating crisis response teams and making the city more walkable through reestablishing Monrovia's urban tree canopies. She is a major advocate for immigrant rights and currently serves on the board of Immigration Resource Center of San Gabriel Valley. She is the clear progressive candidate in the race
Larry Spicer has served on the Monrovia City Council since 2011. His voting record aligns with those of a traditional Democrat. He is a supporter of Gold Line expansion to Ontario Airport and advocates for a variety of housing (multi-family, single-family, apartments, etc) He has vast experience as an elected official and has served on many regional commissions.
Jesus Rojas is an El Monte Police Officer who ran unsuccessfully in 2024. His platform is heavy on policing, calling for increased use of Flock surveillance tools, increased police staffing, and generally more police presence in Monrovia schools and Metro Line stations. While Rojas is supportive of affordable housing and investing in green policies, his platform's stance on Public Safety leaves little funds to make those a reality.
LA Forward recommends you vote for Tamala Kelly and Larry Spicer.
