About this guide and how we research candidates
Volunteers research every contested race and measure directly: public filings, voting records, community group positions, and direct outreach to campaigns. We rate every entry, including when we land on No Recommendation, and we publish our reasoning for all of it.
Candidates and ballot measure committees were not given the opportunity to pay for preferential treatment and were not shown these recommendations before they were published.

City Council (At-Large)
Emiliano ArellanoRecommended
Juan Muñoz-Guevara, Mishaun Watkins, and Emiliano Arellano
In Lynwood, two rival slates are contending for political power. The conservative establishment – made up of Gabriela Camacho, Luis Cuellar, and Alfonso Morales – calls themselves “Team Lynwood.”
According to the DSA-LA voter guide,
They have endorsed or campaigned alongside former Mayor Jorge Casanova, who has spread anti-trans Moms for Liberty content. Camacho stalled Lynwood’s sanctuary ordinance for seven months and opposes rent control. Cuellar was appointed to the council after losing at the ballot box, then celebrated a JD Vance speech attacking sanctuary cities as his "Highlight of the Day." Morales has spent 21 years on the school board. Under his watch, Lynwood schools are slated to close, teachers nearly went on strike, and student achievement sits below state benchmarks. He moved to install a former Republican Party delegate on the board over a colleague's objection to "putting money or politics over students," and he campaigned alongside Casanova in 2024.
Fighting back against the right-wing is the ““Team Better Lynwood” slate. Led by incumbent Juan Muñoz-Guevara, it also includes Mishaun Watkins, and Emiliano Arellano. All three are backed by the California Working Families Party, the hotel workers union (UNITE HERE Local 11, where Juan works as an organizer), the LA County Federation of Labor, and various healthcare workers unions. They are campaigning on a platform on anti-corruption, ethics reforms, affordable housing, protecting immigrants and creating better emergency response that doesn’t only rely on on armed police.
We enthusiastically recommend you vote for Juan Muñoz-Guevara, Mishaun Watkins, and Emiliano Arellano.
