About this guide and how we research candidates

Volunteers research every contested race and measure directly: public filings, voting records, community group positions, and direct outreach to campaigns. We rate every entry, including when we land on No Recommendation, and we publish our reasoning for all of it.

Candidates and ballot measure committees were not given the opportunity to pay for preferential treatment and were not shown these recommendations before they were published.

City Council

Alejandra AvilaRecommended

Baldwin Park has three candidates (two incumbents and one challenger) for three at-large city council seats. Councilmember Alejandra Avila was first elected to the city council in 2018 and is seeking her third term. Current Mayor Pro Tem Jean Ayala was first appointed to the council in 2020 and was later elected to the city council in 2022. During their time on council, both Avila and Ayala have strong voting records when it comes to rent-stabilization, affordable housing and interim housing for Baldwin Park’s unsheltered population. Both also voted to extend Baldwin Park’s moratorium on Data Centers while supporting Baldwin Park’s work with Active SGV and Tree People. While both have shared voting records when it comes to the city’s stances on immigration and labor, Councilmember Avila has been more vocal. Avila has been outspoken in her defense of Baldwin Park’s undocumented community while cultivating Baldwin Park’s street vending program.

While they each have left-of-center records in terms of housing, immigration and the environment, they both are considerably more moderate when it comes to public safety. Both voted to extend Baldwin Park's contract with Flock, expanded their drone surveillance program and added investment in police infrastructure.

Challenger Jeanette Cardoza works in Human Resources, but no available information on her campaign was available at the time of this writing.
